Is black ops 2 servers still up

Black Ops servers are ups and friends can't connect. When it happens, I have tried rebooting the router, Xbox console, playing other COD versions without issue. Seems to last for 24 hours and then start working again. Have run the network test with no issues and no "more info" prompt either.
