Kawasaki prairie 650 top speed

2003 prairie 650, recently purchased wouldn't idle and was backfiring but operated fine at full throttle. Cleaned carbs now it starts and idles fine but has lost a lot of power and is surging pretty badly. Triple checked carbs, choke valves, vacuum valves, and fuel flow. Really stumped and any help would be greatly appreciated.
