There should be a dead soldier in front of or near the puzzle door in Korvajund (I.e the dungeon you'll be in to use the claw) It'll either be near his body or in rare case in his inventory. I believe he'll be a soldier of the faction opposing the one you've joined but I'm unsure on that factor.
