I think UCB has a much more inclusive, open, and inviting environment. You can endlessly debate what the "right" way to improv is, but I love UCB's approach to game and long form. Second City does mostly short form classes. That being said, I really think you need to take improv classes locally first. You can't move to a city just for improv ... If you care more about the likelihood of having a very supportive environment, go for Magnet. If you want to have the most performative improvement, go for UCB. You can make friends through either! And, if possible financially, I 100% recommend doing both as I love both theaters immensely.
